"EU plans to open new negotiation chapter with Turkey The EU is planning to open a new negotiation chapter with Turkey on April 21, despite more than a year having passed since the Turkish capital sent the bloc its negotiation position paper on the subject. Ankara sent its negotiation position paper on the chapter on education and culture back in May 2006, but the EU was unable to move to open any further chapters due to French objections, supported by Greece and Greek Cyprus."
